CONTINUING EDUCATION SEMINAR 再教育學術講座

CMAAC'S continuing education seminar held on Sunday, March 28, 2010 in Toronto, ON was a great success!  Thank you to Prof. Yi Fang Tian and Prof. Bing Jiang Wu for such informative and engaging presentations.  Also, thank you to all of the Board Members who assisted with organizing and running the seminar.  Prof. Tian’s presentation was on 'Xuanyuan Jingluo & “Bo Fa”' . After completing her presentation, CMAAC presented Prof. Tian with an award for outstanding academic achievement.  (Prof. Cedric K.T. Cheung nominated Prof. Tian for the award and the Board of Directors unanimously agreed).  Prof. Tian has many academic achievements and we are extremely proud of all of her hard work and dedication to traditional Chinese medicine.  Congratulations Prof. Tian!  Prof. Wu, Chair of the Legislation Committee of CMAAC, provided an excellent presentation on the regulation of traditional Chinese medicine and acupuncture in Ontario.  Prof. Wu’s presentation included the most recent information from the Transitional Council of the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario. 328日在多倫多成功地舉行再教育學術講座!感謝田忆芳教授和吳濱江教授的內容豐富和精彩演講!謝謝學術組委員們的協助組織和運行。田教授的講題是:   轩辕经络与拨法。她的演講結束後,學會頒發傑出的學術成就獎給她 (由張金達教授提名,委員會通過。田教授在臨床及學術上從事研究多年在國際上有許多學術成果,我們感到自豪的是她的所有辛勤工作和奉獻精神,替學會爭光榮。吳教授的講題是加拿大安大略省中医针灸立法规管進程及內容之研究分析,使大家對安大略省中医针灸立法草案更加了解。

11th President election

This year, nomination forms for the 11th presidential election were mailed out in February, and the election was held in March according to due process. The deadline for nominations was set for March 20, 2010. On March 28, CMAAC held a Board of Directors’ meeting. Election judges Yan Li Cao, Susan Makray, and Bing Jiang Wu opened the nomination ballots and counted them. Director general Hsi Ping Lin did the recording, and the final tally was confirmed by the Board of Directors.  Prof Wei Ling Qiu was nominated for president by 99.99% of our members, though Edit Habosczki,Dr.TCM received 1 nomination. By unanimous consent, the Board of Directors endorsed the presidency of Prof. Qiu, and she has obliged us by accepting another term. So, please join with us as we congratulate Prof. Qiu and offer our support. We are grateful indeed that she has agreed to stay at the helm and lead the CMAAC.第十一屆會長選舉提名表格是在2月份寄出,並於 328日委員會上由三位選舉法官開票辦公室主任紀錄,邱瑋玲教授得到99.99%選票提名,會員 Edit  Habosczki中醫師收到一提名。最後由委員會通過一致同意,批准了邱瑋玲教授當任第十一屆會長。因此,請與我們一道為邱教授表示祝賀,並表示我們的支持。

致中醫界同仁的公開信,着眼大局支持立法,早日注册避免倒退

各位中医界同仁及关心中医立法的朋友们,安大略省中医立法已奋斗争取27年之久,得到三大政党及各界人士的支持。1994年卫生厅长Ruth Grier 新民主党政府接受了我们立法管制中医药针灸的申请,但遭到安省针灸联盟在1995年只要针灸立法不要中医立法的反对,致使中医药针灸立法管制的申请被延期,九十年代中期的这次立法无奈而流產。1999年保守党政府卫生厅再次接受我们中医药针灸立法申请,虽歷经曲折,但无大进展。2005729日,自由党政府宣佈正式着手办理传统中医药针灸立法管制;20061220日,安省50号议案「中医法案2006」 被皇家審批通过;安省继卑诗省成為加国第二个完整中医立法管制的省份。遵照2006年中医法案条例,安省中医師及针灸師管理局过渡委员会(以下简称管理局)在20086月成立,省政府经多方甄选出过渡委员会委员,既有业界代表也有公眾代表,对委员会近两年的辛勤工作,我们表示感谢支持和肯定。我们应该支持立法并加速进程,尽快完成管理局的注册,我们只有尽早获得专业地位,才能享有和进一步争取保险利益,病人税务报销,专业税法豁免。注册针灸师中医师专业人员的地位,既可保障公眾求医的权益,也有助中医界同仁的利益,这也是我们争取中医立法的基本诉求。管理局的立法工作具有开拓性,确需中医界同仁的支持和参与;我们应该建议和帮助管理局将立法规管做得尽量完善;而不愿看到因误导,将管理局打倒推翻解散,使中医立法再次流產,将立法倒退回上世纪九十年代或被迫取消;这不是我们中医界大多数同仁的诉求,也不符和保障公眾利益的要求。对话协商是现代文明社会解决矛盾的主要方法之一,打倒解散管理局是很情绪化不理智的做法;珍惜中医界全体同仁几十年奋斗的成果,着眼大局支持立法,避免倒退和争取早日注册,不仅顺应歷史的发展潮流,也应符合公眾和业者的利益。

An open letter to colleagues of Chinese Medicine: Focus on the overall support of legislation, early registration to avoid regression

Dear members of the Chinese Medicine community, Chinese Medicine legislative stakeholders, and concerned friends,  The legislation for Chinese medicine in Ontario has been our goal for 27 years with support from all three major political parties and the TCM community.  This process began in 1994 with Health Minister Ruth Grier of the governing New  Democratic Party accepting our request for legislative regulation of Traditional Chinese Medicine and Acupuncture.  But because of the opposition of the Ontario Coalition for the Regulation of Acupuncture in 1995, the legislation was unfortunately postponed leading to a standstill in the mid-nineties. Then in 1999, the Ministry of Health of the Conservative government re-activate the application of our Traditional Chinese Medicine and Acupuncture .  Sadly, once again this was followed by many twists and turns which lead to another standstill of the regulation. On July 29, 2005, the Ontario Liberal government announced the formal go ahead with Traditional Chinese Medicine and Acupuncture legislation and finally, on December 20, 2006, Bill 50 and the 'Traditional Medicine Act 2006' were approved by the Royal Assent. Ontario became the second province in Canada (after British Columbia) to regulate Traditional Chinese Medicine and Acupuncture, and the Transitional Council of  College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario (CTCMPAO) was established in June 2008.  In accordance to the TCM Act 2006, the government appointed chosen individuals from the TCM community as well as public members to be part of the transitional council of the College whose mandate is to set up the regulation. This marks a major step toward the regulation of TCM under the legislative framework for the Regulated Health Profession Act 1991. CMAAC is very grateful to the members of the Transitional Council who are dedicating so much time and hard work to help form the foundation   for TCM self-regulation in Ontario. Thus, we should be supportive and help accelerate the process of the registration regulation so we as TCM practitioners can move towards the anticipated benefits of becoming a registered member which include: professional status, claims for insurance benefits for our patients, tax reimbursement of patients, and possible claims for professional tax exemption.  Remember that, as registered members, we obtain a higher public profile, protect the public interest, and also help the interests of the TCM community. These are our goals from this Chinese medicine legislation in Ontario. The regulation process must continue because we need to be regulated both for public safety and for the quality and protection of the profession of TCM.  We should encourage and help the Transitional Council to do as much as possible as they work on the legislation by providing constructive feedback to the College and educating our patients and the public about the regulation and what traditional Chinese medicine can do.  We should also keep ourselves aware and ready to counter the claims made by the protest group who are using misinformation to try to create panic in the TCM community and force us back to the standstill of the mid-nineties.  In modern civilized society, conflicts are resolved through dialogue and consultation; not through emotional, non-factual confrontations.  The majority of the TCM community do not agree with delaying the regulation any longer because what is more important now is to protect the public interest. That is the also the mandate of the CTCMPAO.   These ideals of public safety and betterment of our profession are not mutually exclusive but actually go hand-in-hand; as we make improvements in public safety, the quality and status of our profession will improve.  We all agree we must treasure Chinese medicine and honour its history but there is nothing to be gained by maintaining the status quo - this is our opportunity to take a big step towards the bright future of TCM in Ontario.

Consultation Sessions with the Transitional Council of the College of

Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario

The Transitional Council of the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario held consultation sessions with stakeholders to get input into the drafted Registration Regulations.  Two sessions were held on March 23rd in Toronto (morning and afternoon) and one session was held on March 24th in Ottawa.  CMAAC had members attending all of the sessions.  Although there were some protesters at the sessions, overall it was a very positive experience and gave those in attendance the opportunity to provide feedback to the transitional Council about the proposed Registration Regulation.  CMAAC is very proud of how our members in attendance handled themselves.  Thank you to everyone who was able to attend the consultation sessions in person.   CMAAC encourages all members to review the drafted regulation and provide feedback to CTCMPAO.  A copy of the drafted Registration Regulation is available for review at www.ctcmpao.on.ca.  安省中醫師及針灸師管理局过渡委员会在多倫多舉行了323日(上午和下午), 324日在渥太華的 中醫及針灸師註冊草案諮詢會議CMAAC成員參加了所有的會議。儘管有一些抗議者在會議上抗議,總體而言,這是一個非常積極的經驗,給大家了解立法法桂並提出建議。 CMAAC非常自豪我們的會員在會議上的優良表現。謝謝大家誰能夠出席諮詢會。大家可上管理局看註冊草案www.ctcmpao.on.ca
