The
World Federation Acupuncture-Moxibustion Societies (WFAS) held their 7th
General Assembly and World Acupuncture Congress at the European Parliament in
Strasbourg, France from November 4-7, 2009.
The General Assembly and World Acupuncture Congress was co-sponsored by
WFAS and the World Health Organization (WHO) and organized by Association pour
la Promotion Europeene de la Medecine Chinoise (APEMECT) and College Francais
d’acupuncture et de Medecine Traditionnelle Chinoise (CFA.MTC) with support
from China Association of Acupuncture-Moxibustion. The Opening Ceremony for the World
Acupuncture Congress was held on November 5 and at the end of the opening day,
followed by a concert at Saint Thomas Church (l’Englise Saint-Thomas). The historic church houses a famous J.A.
Silbermann organ from 1741 and was visited in 1778 by Wolfgang Amadeus
Mozart. The concert included a soprano
singer, Ariane Wohlhuter, mezzo-soprano singer and flutist, Veronique Reinbold
Wendling, and organist Daniel Maurer playing selected works by J.S. Bach and
G.F. Haendel. a gala dinner was held in Strasbourg at Maison Kammerzell . It was a truly lovely evening!
The
General Assembly elected a new executive committee, approved the 2009-2012 WFAS
Work Plan, revised the current WFAS Constitution and decided the bid for the
organizing of the 8th General Assembly of WFAS. CMAAC is proud to
announce that the delegates from Canada in the Executive Committee were all
from CMAAC: Dr Bing Jiang Wu, Dr. Diana
Zhang elected to the executive committee; Prof. Cedric K.T. Cheung, former
president of CMAAC, was re-elected as vice-president; and our president Prof.
Wei Ling Qiu was appointed honorary advisor to WFAS. Congratulations to our four members!
CMAAC
was very well represented at the General Assembly and the Acupuncture Congress

2009年11月5日世界针灸学会联合会第七届世界针灸学术大会在法国斯特拉斯堡欧洲议会大厦隆重开幕。本届会议由世界卫生组织和世界针灸学会联合会共同
举办,由法国国家针灸传统医学学会(CFA-MTC)和欧洲中医药发展促进协会(APEMEC)联合承办。本届大会共有来自39个国家和地区的500多名 代表参加,是近几年来国际针灸界规模最大的一次盛会。世界各国的针灸学术团体和代表汇聚一堂,相互交流、共同分享世界范围内最高水平的针灸发展经验,共同

facilities can utilize 2 electronic methods to transmit forms to insurers via
HCAI, along with the manual paper-based process.

Sing Tao 中醫針灸師註冊規章草案出爐.業者使用語言難以拍板[2009-11-24] 本報記者
安省中醫師針灸師管理局過渡委員會昨日召開第7次會議,對外公佈了安省中醫立法的進程,已取得重大進展。中醫針灸師註冊規章草案終於出台,經過反覆修訂的草案正待獲得政府的進一步反饋,同時委員會成員昨日也就此草案進行閉門討論。昨天會議的一項議程是由過渡委員會轄下的註冊委員會,向全體過渡委員會成員和與會觀察員提交報告。據稱在今年8月底,法律顧問向委員會提交了註冊規章草
案,草的大方向得到了認同,但又對部份內容需修改,之後,10月1日呈送安省衛生廳,在多次與衛生廳政策分析家協商及聽取意見後,草案又兩度做出修改。在法律顧問的報告中呈現的立法框架包括了,對中醫師和針灸師的註冊要求,而對有醫生頭銜的中醫的要求,在現階段還不在考慮範圍之內。對中醫師和針灸師的資
格則包括了不同的級別:全面註冊(Full)、祖輩法註冊、臨時註冊(provisional)、學生、臨時歇業(inactive)及外省訪問醫師等。
全面註冊的中醫師和針灸師分別要求有4年和3年的相關培訓,通過考試,及有一年的臨床實踐。就目前眾多執業中醫師和針灸師關心的祖輩法的問題,給出了5年 期限,令在2008年和2009年已經執業的醫師,可以在執業3年後,如滿足了基礎專業能力的評估和語言要求後,可獲得全面註冊資格。一旦獲得安省註冊資
格後,也可在其他省份適用。內部討論等待省府反饋 - 法律顧問表示,目前提出的只是框架,其中最困難的部份是中醫業者使用的語言的問題,還沒有最終確定,仍然等待政府的反饋意見。沒有官方語言的要求,看來是
不大可能,對祖輩法的醫師可能會考慮過渡性的辦法。在通過了草案後,過渡委員會還有更艱巨的任務,就是確定執業基礎專業能力,確定培訓課程,及對祖輩法醫 師的評估標準等。過渡委員會主席張金達表示,草案目前還在委員會內部討論及與政府不斷協商的階段,尚未到達向廣大業界人士和公眾徵求意見的階段,但公眾和業界人士如對此框架有意見仍可直接向過渡委員會反映。過渡委員會註冊總監張關亮冰也報告了在上個月參加了加拿大中醫管理局聯盟會議的情況,會上出台了「加拿大傳統中醫執業之基礎專業能力」意見書,供各省級管理單位採納,作為一個全國中醫職業標準。

The transitional Council held its 7th meeting on
November 24, 2009. Twenty-six members of the public and the TCM community
observed the proceedings.
Regulations Development
Update
Registration Regulation
The Chair of the Registration Committee and the Legal
Counsel of the Transitional Council presented an overview on progress made in
the drafting of the Registration Regulation. The draft provides a conceptual
framework that will still be discussed in further detail by Committee and
Council and with policy analysts of the Ministry of Health and Long-Term Care.
There will be back and forth revisions to the draft. In the coming months, we
shall work hard to identify performance indicators, develop prior learning
assessment tools and processes for grandparented applicants with varying
experience and knowledge background, develop criteria to approve courses and
establish examinations and criteria for clinical experience programs.
We are still consulting the Ministry on policies
relating to the draft General Regulation, which includes: Part I: Professional
Misconduct; Part II: Conflict of Interest; Part III: Record Keeping and Part
IV: Inspection Program.
The Professional Practices/Standards Committee is
drafting guidelines on advertising and standards for record keeping, which are
expected to be completed by the end of the calendar year.
Inter-Provincial
Collaboration: Canadian Alliance of Regulatory Bodies for TCM Practitioners and
Acupuncturists (CARB) Entry-Level Occupational Competencies for the Practice of
TCM in Canada
The Transitional Council approved in principle the Entry-Level
Occupational Competencies for the Practice of TCM in Canada developed by
CARB as completion of the second phase development of the Pan-Canadian
occupational standards for TCM.
Development of
Sub-Competencies, Performance Indicators and Assessment/ Education Blueprints
CARB received funding from the federal government to
develop sub-competencies and performance indicators that would allow TCM and
acupuncture regulators across Canada to use the occupational competencies for
registration assessment and education program review. A team of consultants led
by David Cane, Ph.D. (specialist consultant), Warren Fisher (member of the
College of Traditional Chinese Medicine and Acupuncturists of British Columbia)
and Danny Li (practitioner from Ontario), will research and develop the
sub-competencies and performance indicators for recommendation to the CARB
Steering Committee. It is anticipated that the subsequent Pan-Canadian
examination will include both written and practical components.
Prior Learning Assessment
and Recognition (PLAR) Project
The Transitional Council decided to discontinue the
project as additional funds would not be available from the Ministry of Health
and Long-Term Care. All consultants who had responded to the Request for
Proposal were notified. The Council is currently seeking alternative funding
sources and plans to pursue the project.
Development of
Performance/Behavioural Indicators
Invitation from Ryerson University
The Transitional Council decided to accept an invitation to partner with
the Prior Learning and Competency Evaluation and Documentation (PLACED) Program
of Ryerson University’s G. Raymond Chang School of Continuing Education to
develop performance/behavioural indicators for the assessment of TCM
practitioners. The project would use as its foundation the Entry-Level
Occupational Competencies for the Practice of TCM in Canada developed by
CARB. PLACED will fund all costs related to the consultant, administration and
coordination of the project, while the Council will provide subject matter
experts to work with the specialist consultant on the Project Advisory
Committee and Focus Group.
2008/09 Audit Report
The Transitional Council accepted the audit report and audited financial
statement for the fiscal year ending March 31, 2009 presented by KPMG Chartered
Accountants. The Transitional Council decided to continue to have KPMG
Chartered Accountants audit the financial statements of Council for the
2009-2010 financial year.
Procurement Policy
The Transitional Council is included in the provincial government’s
Management Board of Cabinet’s procurement directive as an “Other Included
Entity”. As such, it is necessary to establish a procurement policy in
compliance with the directive. The Transitional Council approved an interim
procurement policy to allow operations to move forward, pending feedback from
the Ministry of Health and Long-Term Care.
Information Sessions
To assist TCM Practitioners to prepare for
registration, the Transitional Council directed the Registrar to work with the
Communications Committee to develop and hold information sessions for TCM
practitioners.
