Cheung was invited by the Chinese Medicine and Acupuncture Association
of
Canada (CMAAC) to make a presentation about the regulatory process of
Traditional Chinese Medicine and Acupuncture, to which approximately
150 people were in attendance. Registrar Emily
Cheung emphasized the grandparenting law to the audience and discussed
the use of Chinese in examination and clinical records/documentation
keeping. She indicated that there will be
grandparenting and the transitional council is currently working on
grandparenting. The registration process
was also discussed. There are some
reservations about the use of Chinese in the qualifying exam and
clinical
record keeping. She believes that the
use of English is necessary in the face of practical necessity because
English and French are the official languages of Canada and English is
necessary to collaborate with other professions and insurance
companies, different cultures and races. The use of English is also
necessary to promote traditional Chinese medicine in the
media.Registrar Emily Cheung expects cooperation between the
TCM community and the transitional council to assist in establishing
professional qualifications and the drafting of by-laws. In response
to the survey, it is expected
that the TCM community will provide accurate and honest information.
She indicated that the transitional council
is drafting registration and professional conduct guidelines.
Hopefully, the registration draft will be
ready in August of this year. According
to the timeline, we hope all of the drafts will be ready this year. In
early next year, there will be public
consultations, and in May of 2010, all of the drafts will be submitted
to the
Minister of Health and Long-Term Care for review.
管理局總監張關亮冰稱中醫祖輩權可落實中文應考及填病歷待研究
明報專訊】安省中醫師及針灸師管理局註冊總監張關亮冰﹐昨晚在應邀出席由加拿大中醫藥針灸學會舉辦的「中醫針灸立法事項說明會」時,重申當局日後將 為業界設有祖輩法例,但是否容許用中文考試及填寫病歷,則仍有待進一步研究。在會上的問答環節上,張關亮冰表示,日後是會設有祖輩法例的,過渡委員會目前 正在制定當中,這是包括在註冊條例之內。但對於日後會否用中文考資格試及填寫病歷,她則顯得有保留。張關亮冰稱,過渡委員會目前尚未定出日後是否要考資格 評核試,但她認為,執業始終是要用到英語,這是個現實需要的問題,因為英、法兩語是本國的官方語言,要把中醫發揚到主流、跟不同族裔的病人接觸、跟其他醫 療專業合作,以及向保險公司申報保險時,始終都是要用到英語的。張關亮冰希望業界日後盡量配合過渡委員會的工作,協助制定專業資格及草議規章的同時,在回 應問卷調查時,應提供正確和真實的資料,否則只會如早前一份的問卷結果,顯示高達85%的業者都表示懂英語,這實在難以讓當局了解業界的實際情況。至於草 議規章能否如期提交省府,張關亮冰表示,過渡委員會目前正在草議「註冊」及「專業操守」的兩大規章,預計註冊規章的大綱會在今年8月定出。她希望整套草案 可如期出台,趕緊在明年初進行公眾諮詢,然後於5月提交衛生廳進行審批。

The information seminar with Ms. Emily Cheung was a great success!! There were over 150 people in attendance!! Everyone in attendance was peaceful and attentive when Registrar Emily Cheung was speaking. President Prof. Wei Ling Qiu and three of the Vice-Presidents where in attendance, and assisted with organizing and greeting people. It was a very informative seminar and Registrar Emily Cheung provided those in attendance with information about the work of the College and the regulation process. Thank you to all of the Board Members who helped to organize and make this evening so successful! A very special thank you is extended to Hilary Chen, DTCM. She translated during the information session and helped with organizing the session.
