CMAAC’s 25th Anniversary Celebration

An Evening to Remember…

     

     

The atmosphere was warm, friendly, with everyone being in a festive mood on September 20, 2008 at the Century Palace Chinese Restaurant in Markham, Ontario for the 25th Anniversary Celebration of the CMAAC. This celebration dinner proved to be one of CMAACs most successful events with attendance exceeding those of previous years. We were fortunate and honoured to be joined by over five hundred guests that evening which included government officials, National Chapter Presidents, representatives of other TCM/Acupuncture Organizations, many of our members and their families, friends, and other honoured guests. 

It was a momentous evening marked by so many things to celebrate including:

  1. Marking the milestone of twenty five years since the founding of CMAAC,
  2. Commemorating the persistent lobbying efforts that has resulted in the regulation of our Profession, and although in transition, we can be proud that TCM/A will be recognized as the 22nd Regulated Profession in Ontario, at last.
  3. Honouring Professor Cedric Cheung for his 25 years of dedication and extra-ordinary persistence in pursing a dream for Regulation as President of CMAAC. And, expression of congratulations in his recent appointment as President of the transitional council, to the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario. However, it is with great pride and yet sadness that we bid farewell in accepting his resignation from CMAAC, to enable him to accept his new role and responsibilities as President of the .
  4. Welcoming interim President of the CMAAC, Professor Qiu Wei Ling, formerly the vice-president of CMAAC.

The evening started early for those who came early to help set up the room.  A  DJ and decorator from Sonny Productions were hired to set up the room with background music, two screens that displayed the 25 years history slide shows with pictures sent in from CMAAC members, and decorate the room with two hundred silver and white balloons! Katerina Bobanovic, Jane Cheung, and some of the board members, all dressed elegantly in suits and dresses, worked the ticket table to check in guests and direct them to their assigned tables.   Susan Makray  organized the sizeable prize raffles with gifts donated by Sun Ming Hong, Herb Centre, Tai Kong, Carbo Trading Inc., Hummingbird medical tech Inc.,  Susan Makray , Jane Cheung,  Wei-Hsi Pang, MD.  (who was the gentleman who donated the books and global payment who donated the cash draw... 

Frederick Cheung, Angela and Ana Bobanovic assisted by handing out the raffle tickets as the guests entered the restaurant.  There was a continuous flurry of activity at the entrance to the restaurant right up until the last guests arrived.  Appreciation is extended to all of the Board Members who were working hard all evening to make it so enjoyable and such a success!

The Masters of Ceremonies for the first half were Susan Makray and Stephen Kwan.  With the Canadian national anthem followed by a traditional Chinese Lion dance, as the festivities were officially underway.

Professor Cedric K.T. Cheung then addressed the crowd, he reviewed the diligent and consistent work, government lobbying, and some of the challenges over the past twenty-five years of the CMAACs existence that has ultimately resulted in us achieving regulation in . Finally, he gave a heart-felt and emotional farewell and appreciation to those who supported him and CMAAC for all these years, resulting in a standing ovation in which everyone across the room thundered with applause, cheers, and tears! 

President Wei Ling Qiu also gave an address, congratulating Professor Cheung on his 25 years of hard work and dedication to the profession, and, asking all members to unite in order to move forward into the 21st century and beyond.  In addition, President Wei Ling Qiu announced an important donation of five thousand dollars to the Si Chuan province to help the survivors of the earthquake.

Next, the Deputy General of the Peoples Republic of China, Mr. Li Zheng Ming gave a speech congratulating the CMAAC for their hard work in lobbying for the regulation of TCM/A.

Hon. Michael Chan, Minister of Citizenship, addressed the audience congratulating Professor Cheung for his unswerving dedication to the profession of TCM/A.

Ana Bobanovic, assistant to Professor Cheung, delivered greetings on behalf of HON. David Caplan, Minister of Health , Hon. Deb Matthews, the Minister of Children and Youth Services, Woman Directorate,  and the Academy of Clinical Chinese Medicine of Toronto (whom also donated 25 books to our raffle).

Dr. Linda Rapson, Executive President of the Acupuncture Foundation of Canada Institute offered her special congratulations to CMAAC on its perseverance in the pursuit of regulation of Traditional Chinese Medicine and Acupuncture in Canada.  She also paid special tribute to Professor Cheung for his determination and to Joanne Pritchard-Sobhani,  previous Director of IATCM, and CMAAC Board member, who helped facilitate the collegial efforts in support of Bill 50s passage through the Legislature.  Many of the evenings speeches echoed her sentiment that the profession would soon be a recognized entity among the other regulated professions and that we could be proud of our contributions to this process.  She added in the end a personal note to Prof. Cheung that she wishes him more grandchildren in the future (now that they are both proud grand-parents)!

Now, our Vice President, Simon Leung on behalf of CMAAC also acknowledged Professor Cheungs years of selfless devotion to the profession and presented to him a special plaque in recognition of his dedication and outstanding achievements

Next, we were honoured to have Prof. Hong Zhang from of TCM in attendance at the celebration.  She gave a speech and presented two beautiful Chinese brush painting symbolizing the friendship between and CMAAC.  She also thanked Canadians for their concern, support and contributions to the earthquake survivors.

During this time, the guests were able to start into the massive ten course dinner which was ably prepared and served by the staff of the restaurant. The ten course dinner included..... While enjoying our dinner , we were given an entertaining performance by Chinese Lion Dancers, a variety of both modern and traditional Chinese singers and traditional dancers.

Mr T.Tan from National Congress of Chinese Canadians and Vice President from Canadian Society of TCM/A  complimented Professor Cheung for his years of hard work and determination and urged everyone to unite for the sake of the profession.

Mr Michael Diew on behalf Prof Tai Thu Nguyen, Vice President of WFAS, also gave special congratulations to Professor Cheung for his successful 25th anniversary celebration.

Chun Kee Hui,  Guang Shen Yu, from the Chinese Medicine and Acupuncture Association of Quebec, presented a gift to Prof Cheung, which stated that TCM must continue to be promoted and preserved in the best interests of the general Canadians.

The Board of Directors of the CMAAC, Chapter Presidents from SK., MB., N.S., AB., and NFLD, and honorary advisors were introduced and asked to come up to the stage for photos.  With all of the board members at the stage, glasses were raised for a toast with lots of cheers and applause!  Everyone participated in singing happy birthday, while Prof Cheung and Prof Qiu cut the big, beautiful cake!

The M.C.s then took the opportunity to acknowledge all of the distinguished guests in the audience, who were asked to stand up and acknowledged by the crowd.

The evenings entertainment became more informal and included many traditional Chinese folk dances and solo performances.  There were also table games led by the M.C.s to win prizes from each table.  It is safe to say that the guests were well entertained!

The raffle was a highlight as well and prizes were drawn by distinguished guests who were called up to the stage by Frederick Cheung and Hillary Chen.  Prizes included a large flower painting, 25 Chinese Medicine textbooks, CMAAC golf shirts, a Chapters gift card, and gifts from Carbo Trading as well as cash prizes. 

In the formal closing of the evening,  Frederick Cheung and Hillary Chen encouraged everyone to enjoy themselves and thanked all of the Members, the Executive and the many organizations and guests for participating in this special 25th Anniversary Celebration of CMAAC and for making it such a success.

The celebration dinner was certainly a night to remember but also a good time to reflect on the years of dedication and commitment of CMAAC in pursing regulation in an environment that was not always favourable.  But now everyone who has assisted CMAAC can take pride in the accomplishment of one of its primary goals in , Regulation of the TCM/A profession. With the establishment of the College of TCM and Acupuncture in Ontario, the role of CMAAC will evolve in different ways, diversify, but we shall continue to protect the interests of our members as well as ensure that the public will always have access to effective, safe, and high quality TCM and acupuncture treatments. Our work is just beginning as we move forward during this transition phase. We have to begin to ensure that our members understand the process, work towards inter-collaboration with other regulated professionals, organizations and establish an on-going dialogue with Insurance Companies and third party insurers. At the other end of the spectrum CMAAC must endeavour to remain politically active to ensure that the transition process is transparent and that the best interests of the profession and the pubic are protected, reasonable and fair.

The past twenty five years in reflection, clearly magnifies our objectives, that pursuing what was once considered the impossible dream, (Regulation of the TCM/A Profession) was not futile. With hard work, dedication and perseverance dreams can become a reality and to this end we must continue to be resolute in our push for what is in the best interest of our profession for the next twenty five years and beyond.

二十五周年纪念庆祝晚宴

 難忘的一晚

2008920日,加拿大中醫藥針灸學會在安大略省Markham市世紀皇宫大酒樓舉辦了學會成立二十五周年慶祝晚宴。温暖友好的秋風不僅帶給每一位出席貴賓欢乐心情,而且美麗的秋季景色象徵了豐碩成果和成功喜悅。與以前所舉辦的晚會相比,這個慶祝晚宴被證明為最成功的晚宴。 我們非常幸运和自豪地看到五百名貴賓光臨,包括政府官员,學會分會會長們,其它中醫藥針灸團體的代表,我們學會會員和他們的家庭成員,朋友們,和其它邀請的貴賓。

慶祝晚宴回顧和慶祝了許多衷心難忘的重大事件﹕
1. 慶祝加拿大中醫藥針灸學會成立二十五年周年
2. 回顧數十年的坚持努力終于獲得了傳統中醫藥針灸專業的立法的成功;虽然還在過渡期,我们已經可以自豪的宣布傳統中醫藥針灸專業将被认可作为安大略省第22個法制管制的醫療專業。
3. 同時,我們感謝尊敬的張金達教授二十五年來,作為加拿大中醫藥針灸學會會長,堅韌不拔,為專業立法的成功貢獻了他全心的力量。並且慶祝張金達教授最近的新任職,安大略省中醫藥針灸管理院的過渡委員會主席。我們為張金達教授自豪,然而悲伤地他必需辞掉加拿大中醫藥針灸學會會長的頭銜,以承擔過渡委員會主席的新角色和責任。

4. 在此,加拿大中醫藥針灸學會熱烈的歡迎前任副會長邱偉玲教授,成為加拿大中醫藥學會會長。

籌備慶祝晚宴的人員們早已開始活動了。sony公司的音樂調理員和装佈员設定了有音乐背景的晚宴聽,幻影片在兩個大屏幕上展示了來自加拿大中醫藥針灸學會會員的所贈送的圖片,和學會成長的歷史過程;同時,晚宴廳裝飾了二百多個銀色和白色交叉的氣球。Katerina Bobanovic,張中佩和其它委員會委員們,都穿著美麗優雅,在晚宴前廳迎接貴賓。 Susan Makray管理來自許多團體和個人的捐獻禮物和現金,組織晚宴的抽簽得獎活動。為晚宴無私捐獻的團體和個人是Sun Ming Hong, Herb Center, Tai Kong, Carbo Trading Inc., Hummingbird Medical Tech Inc., Susan Makray, Jane Cheung, Wei-His Pang, MD. Global paymnt的現金抽簽中獎項目。Frederick CheungAngela Ana Bobanovic 一起在晚宴前廳向步入慶祝大體的貴賓們遞交中獎票。 在晚宴正式開始之前,晚宴前廳早已充滿了喜悅和熱鬧。由于全體委員會會員們的積極努力,和無私貢獻,使得這個慶祝晚宴得以圓滿的開始和最終成功。

晚宴節目前半主持人是Susan Makray Stephen Kwan。 加拿大国歌起奏,全體貴賓和會員們齊聲合唱。 接下來,傳統中醫獅子舞蹈表演標誌了晚宴的正式開幕。張金達教授向場的貴賓們和學會會員們講話,回顧了二十五年來不斷努力,堅持工作,政府游说,所經歷的艱苦挑戰,和今天所取得的重大成果﹕安大略省的專業立法成功。 最終,張金達教授充滿感傷地向大家告別,感謝大家對他和加拿大中醫藥針灸學會的衷心支持。 晚宴廳的全體貴賓和會員們充滿了激情,站立鼓掌和歡呼。邱偉玲教授,作為代理會長,也在晚宴上講話。 她感謝張金達教授二十五年來的艱苦努力和無私貢獻,恭賀他的新任職。 同時,邱偉玲會長鼓勵學會們團結一致,為中醫專業在二十一世紀的全面發展而奮斗。 另外,邱偉玲教授宣布本會向四川省地震幸存者捐赠五千元。

其次,中華人民共和國駐多倫多總領事館李正明副總領事發表了講話,慶祝加拿大中醫藥針灸學會數十年為傳統中醫藥針灸專家在加拿大的發展所付出的艱苦代價和最終成果。陳國治廳長安省公民廳長,Michael Chan 閣下,在晚宴上向張金達教授坚定不移的精神表示了衷心羨慕,并祝賀了傳統中醫藥針灸專業的立法成功。張金達教授的助理,Ana Bobanovi 小姐,在晚宴上代表衛生長,David Caplan 閣下,和幼兒與青少年服務及婦女事物廳Deb Matthews 閣下,和多倫多市中醫臨床學院,宣讀他們的祝賀詞。(多倫多市中醫臨床學院向晚宴的中獎節目也捐獻了二十五個書本)。

加拿大針灸基金會學院執行會長Linda Rapson 醫師,在晚宴上向加拿大中醫藥針灸學會為專業立法管制的坚持不懈的努力表示了衷心的感謝和祝賀。 Rapson執行會長特別地提到張金達教授,和Joanne Pritchard-Sobhani,和加拿大中醫藥針灸學會的委員。Rapson 院長感謝這兩位同仁在立法過程中協助50號議案的修改和通過。晚宴上許多的講演都與她的講演合同,堅信中醫專業將很快歸納到其它被管制的醫療專之中;同時,大家為中醫的前途感到無限的骄傲。最終,Rapson 院長在她講話中提到了她個人的意願,祝願張金達教授有更多的孫子女 (二位中醫長輩都自豪地成為了的祖父祖母了!)。

同時,加拿大中醫藥針灸學會副會長梁富禮,也在晚宴上代表全體會員高度評價了張金達教授對本會無私奉獻和卓著的成就,并向張金達教授贈送了意義非常的精緻橫匾以表示對他的致謝。

其次,成都中医药大学针灸推拿学院张虹教授出席了晚宴慶祝會,并發表了講話。 她在晚宴上贈送了兩個美麗的中國水墨畫,象征了成都中医药大学和加拿大中醫藥針灸學會的友誼永存。張虹教授也感謝了加拿大中醫藥針灸學會對四川地震幸存者的所付出的關注支持和無私捐獻。

晚宴期間,晚宴的貴賓們和學會們開始享受由中國世紀皇宫大酒樓精心准备的十道中國大菜。同時,中國傳統和現代的歌手和舞蹈家都紛紛上台表演。來自全加華人聯會陳丙丁律師也在晚宴上稱贊了張金達教授為中醫專業具有的今天地位所作出的貢獻,并號召中醫界同仁為專業的更大發展團結一致。Michael Diew 先生代表世界針灸聯合會的副主席Tai Thu Nguyen 教授,在晚宴上祝賀了張金達教授和加拿大中醫藥針灸學會二十五周年慶祝會的圓滿舉行。魁北克中醫藥針灸學會許尊記會長和俞廣聲副會長 在晚宴上向張金達教授贈送了禮物,并阐明傳統中醫藥針灸必須在保護加拿大公民的利益基礎上推動和發展。

加拿大中醫藥針灸學會委員會委員們,沙省,緬省,諾省,亞省,芬省的分會會長們,和顧問委員們都被邀請上台,拍照合影。 全體委員們在講台上舉杯慶祝,歡呼鼓掌。 張金達教授和邱偉玲教授一起切開美麗的生日蛋糕,同時,全體貴賓和學員們齊聲合唱生日快樂歌。晚宴節目主持人接下來利用機會邀請前來出席的貴賓們站起來,使得大家能夠得以認識他們。

晚宴的娛樂變成不拘形式,生動活潑,包括了許多傳統民间舞蹈和独奏表演。 同時,節目主持人主持抽簽遊戲,使得每一張桌台獲得中獎得機會。大家非常喜悅地欣賞娛樂活動。抽簽得獎節目使得晚宴達到高潮。 張忠華和陳智 高聲呼喊貴賓們上台抽簽中獎。獎品包括巨大的鮮花绘画, 二十五中醫課本,加拿大中醫藥針灸學會高尔夫球衬衣,一個分會禮物卡,和貿易公司所捐獻的禮物和現金獎。在晚宴的正式結束講話上,張忠華和陳智感謝全體會員們,委員會委員們,各大團體的代表和貴賓們前來參加這一重大的二十五周年慶祝會,并協助我們圓滿的舉行了晚宴。

慶祝晚宴另人難忘,同時這是一個好機會回顧加拿大中醫藥針灸學會所經歷的艱苦環境和年代。 現在,每一位支持學會的中醫立法目標,特別是支持安大略省的中醫立法,都可以此自豪和驕傲。隨著安大略省中醫藥針灸專業管理學院的成立, 加拿大中醫藥針灸學會的工作目標將轉變到不同的方式和多樣化,不過我們仍將繼續保護學員的利益,并且保證民眾得以高質量,有效和安全的中醫針灸療法。在中醫立法的過渡期間,我們的工作僅僅開始。 我們必須讓我們的學員們,和其它中醫同行們了解立法的過程,與其它醫療專業的人員互助合作,並且與保險公司和第三方承保人保持繼續對話和協商。 此外加拿大中醫藥針灸學會必須在政治上保持清醒的頭腦,以最大努力使中醫立法過渡階段公開明了,使專業和社會民眾得到公平合理的對待和保護。

回顧二十五年來的奮斗歷史,我們清楚地看到我們當年目標 (實現中醫立法管制),一個曾被認為不可能實現的梦想,不是徒劳而費。 艱苦工作,無私奉獻,不懈努力和充滿信心使我們的夢想終于實現。 在今後的另二十五年和更多年,我們需要為符合中醫行業的利益而繼續努力工作和推進。再一次,感謝大家對我們持續的支持,和不斷地幫助我們推進專業的發展。

Greeting from Prof. Cedric K.T. Cheung, Former President of the CMAAC, Vice-President of the WFAS 加拿大中醫藥針灸學會前任會長及世界針灸學會聯合會副主席 張金達教授致詞

Dear Deputy Consul General Li, guests of honour, CMAAC members, colleagues, and friends:

Thank you all for joining me on this most special evening to celebrate the 25th anniversary of the Chinese Medicine and Acupuncture Association of (CMAAC).  Tonight marks our 25th year but it also marks our first chance as a group to celebrate the regulation of TCM/A in !

I would like to take a moment to raise a toast to this wonderful accomplishment. ( cheers/toast )

I also feel it is important to remember how far we have come over this past quarter century as we must remember from where we started in order to keep a clear focus on what we ultimately wish to achieve.  More than 25 years ago, times were much harder for TCM practitioners in .  Back then, we faced many obstacles such as: language barriers, cultural differences, public indifference, media bias, and an unyielding medical establishment. 

In this time of need, CMAAC was established to unite practitioners and to lobby the government for the regulation of TCM/A.  Among the objectives of the association were and continue to be:

promoting the unity of Eastern and Western medicine, fighting for the protection and rights of TCM/A Practitioners and ensuring the protection and safety of the Canadian public, establishing high standards of knowledge and skill among practitioners, upholding medical ethics, providing continuing education, participating in international conferences, exchanging scientific research,  educating the public through seminars and lectures

In 1987, CMAAC became a member of WFAS.  WFAS is the only International academic organization officially recognized by the World Health Organization (WHO). Many CMAAC members actively participate in the world conference organized by WFAS.

From the outset, CMAAC was unique in that it had a nation-wide membership and, therefore, a national perspective and voice.   CMAAC has fostered alliances with provincial and federal governments and has assisted the Ministry of Health on many assignments.  In our time, we have seen regulation of TCM/A come into place in British Columbia, Alberta, and Quebec, and the government of Saskatchewan has recognized TCM/A under its health policy.  We were rightfully proud of what we helped to accomplish but, as always, much more remained to be done.

In , we have been lobbying the government for over two decades.  At the beginning of our long journey, back in 1983, CMAAC was the sole association in who had the dream... I should really say that we had the goal, of regulation of TCM/A.  In 1994, the Minister of Health, Ruth Grier, of the NDP government accepted CMAACs application for the regulation of TCM and acupuncture.  Despite continuous hard work towards gaining recognition, it was not until 1999 that the submission of another application prompted the Health Professions Regulatory Advisory Council to reactivate the process regulating TCM/A. 

The next major development was not until July 29, 2005, when McGuintys Liberal Government made an announcement of its intention to proceed with legislation to regulate the TCM/A profession.  December 20, 2006 was a historical event in Ontario as Bill 50, the Traditional Chinese Medicine Act, 2006 received Royal Assent, making us only the second Province in to regulate TCM/A. 

The Honourable George Smitherman expressed his appreciation for the incredible commitment to the process that so many individuals and organizations, such as CMAAC, have demonstrated over the years.  Change is difficult, but Minister Smitherman, Ms. Marilyn Wang, Mr. Stephen Cheng, along with the remaining staff at the Ministry of Health, have certainly shown their commitment to the process in a way that no other Government of Ontario was able to do.  Most important of all, they did so because it was in the best interest of the public.

So that brings us to the present.  The Transitional Council of the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario has now been established under the Traditional Chinese Medicine Act, 2006.  This transitional council is the public voice regarding regulation and, in many ways, the future development of traditional Chinese medicine in . 

I am very honoured to say that this year, on June 26th, I was elected President of the Transitional Council of the of and Acupuncturists of .  Working together with the colleges extremely capable registrar, Ms. Emily Cheung, and 14 other dedicated council members, I will strive to continue to make great contributions to the development of our profession. 

The of will make traditional Chinese medicine and acupuncture services safer for Ontarians by ensuring that only regulated and qualified practitioners who are accountable to a regulatory body may deliver services. 

I would like to mention the famous chancellor of the Tang Dynasty, Emperor Taizong who once stated that it is difficult to create a profession - but it is even more difficult to develop and promote it.  So we must treasure and nourish our profession and its development like we would treasure and nourish a child.  We must not be complacent - we must foster its growth and ensure its health! 

As your president for the last 25 years, I have always done my best to execute the Associations affairs and therefore truly find it difficult to describe my deep appreciation for our achievements so far.  Even more difficult is the fact that I have had to step down as president of CMAAC in order to fulfill my duties as president of the Transitional Council. 

I hope that in the future, under the leadership of your acting president, Professor Qiu Wei-ling, and the CMAAC board members, you will all work together, united, and carry forward the CMAAC spirit.  I trust that CMAAC will continue on not only with its great task of bringing TCM/A legislation to each province, but that it will also evolve in this new era to provide the needed support to practitioners in the provinces which are now regulated. 

If we can stay strong in our professionalism, commitment to excellence, and especially our solidarity with one another, there is no telling how much we can accomplish in the next 25 years!  I am honoured and proud to have had the opportunity to represent you for so many years.  Please know that my heart is always with you all!  Thank you.

尊敬的李正明副總領事、嘉賓、各界同仁, 各位加拿大中醫藥针灸學會會員, 女士們,先生們:

感謝大家與我一起在這最美好的時刻,慶祝加拿大中醫藥針灸學會成立二十五周年。 今天不僅僅是二十五周年的慶典,同時也是我們聚集一堂熱烈地慶祝安大略省中醫立法的成功。

首先,讓我們共同為舉杯,為這一輝煌成就乾杯!

我覺得非常重要的要記住,我們奮斗了四分之一世紀;是前人種樹後人乘蔭之果,不能忘記過去和忽略未來的目標。 二十五年前,我們傳統中醫藥界像散沙,面臨著語言的困難,風俗習慣的不同,新聞媒介的偏見,以及醫學體制的不完善。這些都給我們專業的發展造成了困難及障礙。

在此形勢下, 為了爭取傳統中醫藥專業在加拿大的認可,加拿大中醫藥針灸學會成立起來。學會的宗旨始終是﹕繼續推動中西醫相結合,保障民眾安全,建立高标准的行醫和教育準則,提高專業水平和培訓,参与国际会议,科學研究交流,和召開研討會和講座向民眾宣傳教育

學會在一九八七年成為世界針聯會員國。世界針聯是世界衛生組織正式承認的唯一的國際學術機構 ,這使我學會的聲譽達到了國際水平。世界針聯的主導任務是促進傳統中醫藥針灸在世界各地的立法。本會許多的會員積極參加了由世界針聯舉辦的國際學術會議

面對社會,加拿大中醫藥針灸學會展示了它獨特性﹕ 具有全國性會員資格,并且擁有全國號召力和聲譽。 學會促进了與省政府和联邦政府建立良好的關係,和協助了卫生部許多工作項目。 在這些年來,在卑詩省,阿爾伯他省和魁北克省都已相繼立法。同时,沙省的醫療制度也對我們给予認可,我們取得了引以為榮的成绩,但是,一如既往,許多未完成的事業等待我們去做。

在安大略省,我們遊說政府二十多年。 回顧我們漫長的奮斗歷史,1983年加拿大中醫藥針灸學會是唯一的組織,抱有中醫立法的夢想…準確地講,我應該說我們擁有奮斗目標。在1994年,卫生部长Ruth Grier,新民主黨政府接受了我們立法管制中醫藥針灸的申請。 儘管連續的坚苦工作,爭取政府重視,直到1999年再次立法申請的呈交推進衛生專業咨詢顧問委員會重新恢復中醫立法管理的設立過程。

2005729日,重大的立法管理邁出了巨大一步﹕自由黨McGuinty政府宣布了它的意圖正式著手辦理傳統中醫藥針灸立法管制。 20061220日,安省50號議案,「中醫法案2006」 被皇家審批通過;這一天成為中醫發展史的歷程碑,并使安大略省成為加拿大第二個完整中醫立法管制的省份。安省衛生廳廳長George Smitherman 對許多團體和社會組織,多年來所付出的難一置信的責任和代價表示了他衷心的感谢。改革是有阻力的;但是,Smitherman閣下,Marilyn Wang女士,Stephen Cheng先生,及其它衛生部的內閣成員們顯示了他們的巨大責任感,以其他任何政府沒有能做到的韌性,他們完成了這一重大的步驟。最重要,他們為此所付出的心血,是因為這是符合公眾利益的。

中醫立法給我們帶來了今日的發展。遵照2006年中醫法案條例,安大略省傳統中醫藥針灸管理院過渡委员会現以建立了。 這個過渡理委員會代表社會的心聲,和確保傳統中醫藥針灸的全面發展。 今年626日,我被選舉為安大略傳統中醫藥針灸管理院的過渡委員會主席。 與Emily Cheung 女士,管理院出色的注冊官,和其他14個衷心耿耿的委員會成員們,我將繼續努力為專業發展作出更大的貢獻。安大略傳統中醫藥針灸管理院將建立合理的管理机关汇报制度以保障只有合格的中醫持業者提供中醫藥針灸醫療服務。

我以唐太宗大臣魏徵之言:開業難,創業更難:因此我們必須珍惜今天的成果,全心培育我們的管理院,保證它的全面成長和順利發展。 我們不能為此心滿意足,我們必须促进管理院的成長和保證它的健康!

在學會我任職會長25年,領導學會的工作,承担了巨大的責任,因此我有千言萬語難于描述對大家所創立的成就表示深深的感激。這次功成身退是為了要全力履行作為過渡委员会主席的责任。

今後希望大家在邱瑋玲會長領導及委員們共同努力下,團結一致,發揚我會之精神。 我相信,加拿大中醫藥針灸學會將不僅僅继续推動各大省份的中醫立法管理過程,而且還會在這個新的世紀為已立法管理的省份提供所需的支持。我們中醫界要團結一致,提高專業精神,我們將在今後的25年取得無法想象的成就。我非常自豪和幸運能領導大家25年。請知道我的心永遠與您們同在。謝謝大家!
