張金達卸任安省中醫過渡委主席.新一屆主席及委員出爐蘇碧娜接任主席

安省中醫師及針灸師管理局過渡委員會(過渡委員會)昨日舉行第16輪會議，亦是本年最後一輪會議。會議中，選出新一屆的主席及委員。現任主席張金達將卸任，由蘇碧娜(Joanne Pritchard Sobhani)接替。過渡委員會註冊總監張關亮冰表示，如一切順利，安省中醫師及針灸管理局可望於2013年3月正式成立。

張關亮冰表示，過渡委員會已向安省衛生及長期護理廳遞交品質保證規章(Quality Assurance Regulation)草案。而該草案亦已於本年7月至9月底向公眾徵詢意見。過渡委員會共收到各界的59份回應，他們近乎一致支持規章草案內容。而規章草案亦闡述了品質保證計劃的法定內容，包括：自我評估、持續教育及專業發展，以及同行及執業評估。管理局的註冊會員必須根據該計劃的內容保持其技能、知識及判斷力。

張關亮冰表示，過渡委員會在不久的將來會舉辦資訊議會，並向申請者介紹在申請註冊前必須完成「法例常識課程」及「安全計劃」。資訊會議的目的，是指引執業者如何收集及整理申請註冊所需的文件。而執業者在申請註冊前，必須完成將在明年初提供的「法例常識課程」及「安全計劃」，好讓執業者有足夠時間，在過渡委員會於2012年夏天開始接受及處理申請之前，完成各項計劃。

中醫管理局料後年3月成立

張關亮冰又表示，如一切順利的話，安省中醫師及針灸師管理局可望在2013年3月正式成立。當註冊規章(Registration Regulation)一經正式宣告，申請註冊成功的執業者將獲發註冊證書。屆時，只有已經註冊的執業者方獲合法批准向公眾提供中醫服務。病人在求診時，應核實該名醫師是否合格及稱職的註冊醫療執業者。而該執業者可以依法使用「中醫師」、「針灸師」的受保護銜頭。

張關亮冰又稱，過渡委員會已向聯邦政府提出申請，計劃與加拿大中醫師及針灸師規管機構聯盟(Canadian Alliance of Regulatory Bodies for Traditional Chinese Medicine Practitioners and Acupuncturists)一起，著手擬訂全加拿大統一的註冊考試。有關細則及由哪方面執行尚在研究中。

昨日宣布卸任的過渡委員會主席張金達表示，感謝3年來過渡委員會成員對他的信心及支持。雖然在明年新一屆的過渡委員會不再擔任主席一職，但他仍會留在委員會內。同時，成立中醫針灸管理局的宗旨及大方向是不會改變的。過渡委員會於8月已經接獲省衛生廳通知，註冊草案已給予法律顧問審閱，這意味著省衛生廳已完成規章的政策審核。

張金達表示，有關質量保證規章草案的諮詢，亦已於本年9月30日告一段落。過渡委員會將在本月內完成對草案的檢討及可能的修改，可望在本年底前提交省衛生廳。他期待所有規章，包括註冊、專業操守及品質保證等，都獲得政府的通過，屆時管理局便可正式成立。

被選為過渡委員會新一任主席的蘇碧娜，代表委員會成員對張金達過去3年的工作表示謝意。

她表示，為確保過渡委員會在2012至2013年的工作順利展開，她會與委員會成員及註冊總監張關亮冰衷心合作。目前，她首要的工作就是研究展開新計劃，如與加拿大中醫師及針灸師規管機構聯盟著手擬訂加拿大統一註冊考試等。

另外，她亦會盡力消除業界的疑慮，並尋求方法協助執業者克服語言障礙問題。所以在未來的日子，將會更加繁忙，但她有信心，在過渡委員會各位成員努力下，安省中醫師及針灸師管理局可望在預計的2013年3月順利誕生。在預計的2013年3月順利誕生。 

This WFAS International TCM Convention is organised by WFAS and co-hosted by Malaysian Chinese Physicians’ Organisation, Sarawak state government and Federal government agencies. It will be held at Pullman Kuching five star hotel in Sarawak, Malaysia from 30th April to 2nd May 2012. This academic convention will invite world class experts and scholars to discuss about the topics regarding acupuncture, orthopedic, cancer and TCM education. • The Government of Malaysia has affirmed the efficacy of TCM by setting up nine (9) TCM units at major government hospitals, including three (3) herbal oncology unit for cancer treatment;
• Malaysia has successfully hosted “WFAS 2006 Malaysia International Symposium of Acupuncture” which organized by WFAS in 2006, with more than thousand participants attended to the symposium;
• Malaysian government welcomes and approves qualified foreign TCM practitioners to practice Chinese medicine in Malaysia;
• The Ministry of Health Malaysia has recognized the Bachelor’s Degree of Clinical TCM from five TCM universities in Beijing, Nanjing, Shanghai, Guangzhou, and Tianjin;
• TCM in private higher education has more than half century history in Malaysia, it has nurtures a large number of TCM professionals. In order to standardize the education system of TCM, with the support from government, currently there are five private higher education institutions introduced TCM course, Management and Science University (MSU) is one of them. This university is rather unique which offer diploma and undergraduate courses. Malaysian Government has signed the education memorandum with P.R. China Government for mutual recognition of degrees from both countries. Other Commonwealth countries also recognize the degree of TCM in our country;

• There are around 20,000 TCM pharmacies, 7,000 TCM clinics, and more than 70 TCM organizations nationwide, International Traditional Physicians Academy Malaysia (ITPAM) is one of them;
• Chinese medicine has a long history in Malaysia, it is widely disseminated, more than 70% of the national population using traditional medicine, especially TCM;
• Malaysia is famous with its tropical rainforest, which contains more than 20,000 types of valuable medicinal plants for research. Malaysia has 28 ethnic groups, each of them have their own traditional medicine which are ready to be share with people around the world; 
• Malaysia has most Chinese, with most complete and prevalent Chinese education, Mandarin has been widely used in the country;
• Mandarin and English is commonly use among the three major ethic groups in Malaysia, this helps to ease the communication among tourists

WFAS 2011 international acupuncture conference in Sao Paulo, Brazil (South America) held Nov. 4 -6.  . CMAAC member ( Ermin Zhu, CMD; Yifang Tian, CMD; Aijun Xu, CMD; Zhaoqi Guo, CMD; Guan Yu,CMD ) attended the conference.   Ermin Zhu, CMD, gave a very good presentation on ''Cerlinical study of acupuncture treatment in cardiac insufficiency" in this conference.  There are more than 900 participants in this conference, coming from over the world.  It is first time since 1987 that WFAS hold the conference in South America.  Also in this conference, WFAS has made decision to declare Nov. 22th (WFAS was established on Nov. 22th, 1987 in Bejing) as "World acupuncture day".  Every year from now on, members of WFAS in different countries and regions, can celebrate this day.    

 

今年11月 4 -6 号，五名学会会员前去巴西圣保罗市参加了世界针联2011巴西国际针灸学术研讨会。他们是渥太华市的遇光医師，祝尔敏医師，滑特卢市的田忆芳医師，多伦多的徐爱君医師，渥太华市的郭兆启医師。祝尔敏医師在大会作了“针灸治疗心脏疾病临床研究”的精彩演讲。本次大会参加人员多达九百，来自世界五大洲。会议开得很成功。本次大会还宣布将世界针联成立日即十一月 22 日定为”世界针灸日”。

 

Yifang Tian, CMD, Secretary General of CMAAC attended the WFAS executive committee meeting on behalf of Prof. Cedric K.T. Cheung, Vice president of WFAS, on Nov.4th in Sao Paulo.  Participating in the discussion about a few documents such as standardization of acupuncture needles, Auricular acupuncture point, manipulations of moxibustion, scalp acupuncture manipulation and further modifying the first two standards will be needed.  WFAS is open for suggestion on more subjects to be internationally standardization such as jingluo system, new acupuncture points etc, .  

 

田忆芳医師代表张金达教授（世界針聯副主席）出席了11月4号在圣保罗召开的世界针联执委会议，听取世针联标准化工作委员会关于将 针灸针，耳穴名称与定位，艾灸操作规范以及头针操作规范标准化的报告。根据讨论，针灸针和艾灸操作规范需作修改。世针联现在准备不断深入思考标准化工作内涵，不断优化标准化工作程序，进一步制定新的国际行业标准。希望大家对此多提建议。
HCAI Update:

The process to submit OCF18 forms has changed.  All OCF18 forms must be submitted through Health Claims for Auto Insurance’s (HCAI) website.  Only regulated health professionals can submit Treatment and Assessment Plan (OCF18) forms through HCAI’s website.  However, non-regulated health professional services can still be covered by OCF18. 

In order to provide acupuncture and traditional Chinese medicine services to patients who have been in a vehicle accident and want coverage through OCF18, all OCF forms must be submitted through HCAI’s website.  As a non-regulated profession, acupuncturists and traditional Chinese medicine practitioners can register with HCAI and receive a provider number.  TCM/A cannot submit OCF18 through HCAI’s website.  If a TCM/A works in a clinic with other health professionals, a regulated health professional at that clinic can submit the OCF18 on behalf of the TCM/A.  Once the regulated professional has submitted the OCF18, it will appear in the TCM/A HCAI’s profile and the TCM/A can submit the OCF21 (invoice form).  If a TCM/A works in their own clinic, they must ask the patient to have one of their regulated health professionals submit the OCF18 on their behalf.

 

 

 

         In Oct. 27-29, 2011, the Conference of Education Instruction Committee of World Federation of Chinese Medicine and the 2^nd World Chinese Medicine Education Forum were held in Beijing, China. Prof. Ben Wu, president of OCTCM and the Board Director of CMAAC, was re-elected as the Vice-President of Education Instruction Committee of WFCMS. During the conference, Prof. Wu gave a speech on “Development Trend and Deliberation of Internationalizing Chinese Medicine in This Century”, which attracted a wide range of attention among the attending presidents from worldwide colleges/universities of Chinese Medicine.

 

        “Examination and Assessment Committee of WFCMS” was established during this conference. Prof. Ben Wu has been working with the committee as a representative from Canada, and was honoured to be authorized by WFCMS to carry out “the World Examination/Assessment for Professional Titles of Traditional Chinese Medicine” in Canada, and registered the “WFCMS PROFESSIONALS ACCREDITATION AGENCY IN CANADA” accordingly.

2011年10月27-29日，在中国北京召开了世界中医药学会联合会教育指导委员会理事会换届暨第二届世界中医药教育大会学术论坛。我会理事及加拿大安大略中医学院院长吴滨江教授再次当选为世界中医药学会联合会教育指导委员会理事会副会长，并作“本世纪中医药国际化发展趋势及思考”的论文报告，引起参会的世界各国中医药大学（学院）校长们的广泛关注。本次会议还成立了世界中医药学会联合会“考试与测评委员会”，吴滨江教授做为加拿大代表参与其中的工作；并被世界中医药学会联合会授权委托负责组织加拿大“国际中医药专业技术职称考试及评审”工作,为此在加拿大政府注册“世中联专业资格认证加拿大委托代理中心”（WFCMS PROFESSIONALS ACCREDITATION AGENCY IN CANADA）。预计明年四月份，将举行加拿大境内 “国际中医药专业技术职称考试与评审”，届时北京世中联将派专家来主持考试及论文答辩。有兴趣报名及参加考前辅导者请致电 416 -222- 3667。
