CMAAC held a seminar with Toronto Public Health on the Infection Control Protocol Saturday, June 26, 2010. Despite the heavy security measures in place because of the G20 summit, there was a great turnout to the seminar and lot of important information was provided by Toronto Public Health representative Cecilia Alterman, Health Promotion Consultant. Thank you to everyone who helped organize this seminar and was able to attend. Documents provided at the seminar are viewable on CMAAC’s website under the seminar section.
Ontario Reappoints Five Members to the Transitional Council of the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario – June 3, 2010
Ontario is reappointing five members of the transitional Council of the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario.
The individuals returning for a second term on the transitional Council are Cedric Cheung, Lynn Bowering, Ian Eng, James Fu and Joanne Pritchard-Sobhani.
The government will begin the process of finding replacements for the other vacant positions on the transitional Council. Skill and knowledge of traditional Chinese medicine, experience in leading an organization like a regulatory college, and the ability to work together and achieve a consensus will be considered when appointing new members.
Vacancies will be posted in select media throughout the province as well as on the Public Appointments Secretariat website.
It is anticipated that new appointments to the transitional Council will be made in October 2010.

【明報專訊】2年前獲委任的安省中醫師及針灸師管理局過渡委員會委員,剛於上周任期屆滿,安省衛生廳昨日宣布已再度委任其中5名成員出任第2屆的過渡委員會成員,至於其餘空缺的成員職位則會進行公開招募,預期會在10月作出委任。
省衛生廳昨日宣布再度委任首屆的其中5名成員,出任第2屆的過渡委員會委員,當中包括3名專業成員及2名公眾成員。他們都是現任委員會屬下的執行委員會成員。3名專業成員是現任主席張金達,以及傅建平和Joanne Pritchard-Sobhani。2名公眾成員分別是現任副主席、具醫療規管經驗的註冊專業規劃師Lynn Bowering,以及曾任安省專業工程師管理局副註冊總監的伍裕源。
首屆的過渡委員會委員是於2008年6月底時獲委的,其2年的任期剛於上月27日屆滿。省府表示,將會展開替其他空缺職位尋找接替人選的程序,甄選新成員時,會考慮他們的中醫技術、對中醫的認識、是否有領導如管理局等機構的經驗、跟他人共同合作及尋求意見一致的能力。省府將會把空缺職位透過省內的部分媒體及公眾委任秘書處網站中刊登,預期將於10月委任出這些新的人選。
衛生廳長馬修斯(Deb Matthews)指出,省府是要確保一個過渡委員會能夠推進一個管理局的成立。省府並期望加入來自不同背景及帶來新思維的新成員。對於續任後新任期的工作,張金達昨日表示,他期望把過渡委員會的立法工作繼續做好,省府今次再次委任當然是希望可繼續按預定時間表工作,並不想有任何的耽誤情況出現。

New Legislation to Focus on Regulation of Certain Health Professions
New legislation passed through the House of Assembly this week will improve public protection and patient safety by providing for the regulation of a number of health professions, including many that are not currently regulated. The Health Professions Act will establish an umbrella model of governance that brings a number of professions together with shared accountability for professional regulation while maintaining their own identities.
“Our government is committed to providing quality, reliable and safe access to health care throughout the province,” said the Honourable Jerome Kennedy, Minister of Health and Community Services. “The new legislation will provide professional regulation that will ensure protection of the public through the establishment of consistent licensing, quality assurance and discipline processes. Under this new legislation, medical laboratory technologists, acupuncturists, audiologists, dental hygienists, midwives, respiratory therapists, and speech language pathologists will now be regulated.”
Consultations with those professions seeking regulation, aboriginal groups, women’s organizations, other jurisdictions and the Regional Health Authorities were held between November 2009 and January 2010. These consultations guided the drafting of the act and there was significant support expressed for the model of regulation proposed.
Minister Kennedy noted that the regulation of medical laboratory technologists, one of the professions included under the legislation, is consistent with the recommendations contained within the Commission of Inquiry on Hormone Receptor Testing Report, written by Justice Margaret Cameron.
“Our government continues to look at health regulation from a new and different perspective – one that focuses on transparency of the professions, accountability to the public and development of quality assurance programs,” said Minister Kennedy. “This new legislation responds to the concerns of a variety of health disciplines with respect to regulation, as well as addresses the regulation of medical laboratory technologists as recommended by Justice Cameron.” Taken from: http://www.releases.gov.nl.ca/releases/2010/health/0618n05.htm
Canada Day! CMAAC celebrated Canada Day with the Toronto Chinese community by showing their CMAAC spirit loud and proud at the parade organized by the National Congress of Chinese Canadians under the theme "I Love Canada: Toronto Chinese Community Celebrates Canada Day". Then CMAAC mingled with fellow Chinese Canadians, the Consulate General, and Mr. Chen, President of the National Congress of Chinese Canadians in a sold-out banquet hall at the Bright Pearl Restaurant in downtown Chinatown. The food was delicious with entertainment of talented singers throughout the evening.

安省中醫師及針灸師管理局過渡委員會昨日召開例會,通過未來八個月的工作計劃。註冊總監張關亮冰表示,過渡委員會有可能於下月公開發表經修改的註冊規章草案,展開為期六十天的正式諮詢程序。上月獲省府重新任命為過渡委員會委員的五名過渡委員會執委成員,昨晨均有參加例會,他們包括主席張金達、副主席Lynn Bowering、執行委員會成員伍裕源(Ian Eng)、傅建平(James Fu)和Joanne Pritchard-Sobhani。
過渡委員會註冊總監張關亮冰指出,預料省府將於今年十月敲定過渡委員會新一屆委員團隊的名單,但她就不能確定最終獲省府委任的委員人數。去屆過渡委員會共有十三名委員,包括正、副主席。張關亮冰又說,倘若委員會工作進展順利,估計委員會可能可於下月公開發表經修改的註冊規章草案,與及專業失職規章草案,以展開為期六十天的正式諮詢程序。修改後註冊規章草案料下月公開
根據註冊規章草案,「祖輩類別」的註冊者必須曾於二零零八年一月一日至二零零九年十二月三十一日期間,在安省持續執業。張關亮冰透露,過渡委員會對此要求是可考慮引入一些彈性安排。過渡委員會在昨日例會上,通過現階段至明年三月的工作計劃和策略性目標,其中一個項目,便是於明年開始探討制訂「高級中醫師」頭銜(Dr. TCM)所涉的職能(Competencies)。此外,委員會亦通過選用一家顧問機構的服務,去協助發展「先前學識評估及認可」(Prior Learning Assessment and
Recognition)的方法和程序。
過渡委員會下一次例會,將於今年十月二十五日舉行。
The Transitional Council of the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario held a Transitional Council meeting on Monday, July 12, 2010 and approved the work plan for the next eight months. Other topics discussed at the meeting include:
• Revised draft registration regulation of TCM might be publicized next month, following by a 60-day formal consultation session.
• According to the revised draft registration regulation, registration under Grandfathering Category will be more flexible for practitioners.
• After the consultation session, the revised draft registration regulation will expected to be submitted to the Ministry of Health and Long-Term Care for final approval in October.
• Next working session of the Transitional Council will be on October 25, 2010.
